DELTONA — For those on a budget, the library is a great place to borrow books, movies and compact discs without spending any money.
If you’re late returning the items, it usually means shelling out some pocket change as a penalty.
But fines for overdue materials in Volusia could easily require money that folds — not jingles — under significant changes taking effect today. Fines for overdue books and CDs are jumping from 15 to 25 cents a day. Fines for DVDs are soaring from 15 cents to $1 a day.
